No person shall throw or deposit any grass, leaves, straw, dirt, filth, chips, shells or other rubbish, on any street, alley or public place in the city, or deposit or throw ashes, cinders, grass, leaves, or any rubbish in ditches so as to stop the flow of water, under a penalty as set forth in § 10.99, and a like penalty for every 24 hours the same shall remain after notice to remove the same, to be given by the Chief of Police.
