The owner or owners of any dog impounded as provided in this subchapter shall pay to the City Clerk the sum of $25 for the first day or part thereof that said dog is impounded and $3 for each day thereafter that said dog remains impounded. No dog that has been impounded shall be released to its owner until the costs provided for in this section are paid by the owner, and any dog whose owner fails to pay said costs within ten days after said impoundment shall be killed.
