It is unlawful for any person or to drive or cause to be driven a vehicle of any description, or lead, ride, or drive any horse, mule, team, cow, or other animal, in or upon any portion of any street or alley marked closed by signs and bars, within the corporate limits of the city immediately after any such portion of any such street or alley has been improved or repaired and before such portion of any such street or alley is opened for traffic and travel by removal of said signs and bars by the City Street Department.
