10.55.100   Speed.
   No person shall operate a bicycle or e-conveyance at a speed greater than is reasonable and prudent under the conditions then existing, and in no event at a speed which endangers the safety of persons or property. No e-conveyance operator shall travel over 28 miles per hour on a public highway, trail, path, park, or other public property within the City.
