The City's Engineering Services Division of the Public Works Department, hereafter referred to as the "division", shall administer the provisions of this chapter. Any powers granted or duties imposed upon the division may be delegated in writing by the City's Director of Public Works to persons or entities acting in the beneficial interest of or in the employ of the City's Public Works Department.
