A. Appointment: Any formal review will be by an independent Hearing Officer. Said officer will be appointed by the Mayor. The Hearing Officer shall be a resident voter and taxpayer of the City and shall be selected without regard to political consideration and solely on the basis of qualification for the position.
B. Rules Of Procedure, Meetings, Etc.: The Hearing Officer in conjunction with the Mayor shall formulate rules for time, place and manner of setting hearings and other procedural matters; provided, that any request for formal review shall be heard within thirty (30) days of its filing.
