If a property owner fails to pay the amount set forth in the statement to the City Treasurer within twenty (20) days of the date of mailing, the City may recover its costs by judicial process, certify the debt to the Salt Lake County Treasurer as provided in title 10, chapter 11 of the Utah Code for inclusion in the Property Tax assessment and collection process, or by any other means legally available.
