All franchises and grants of special privileges shall be deemed to be nonassignable without the express permission of the City, regardless of whether such limitation is set forth in the body of the franchise or grant. All assignments of franchises and special grants shall be in writing, and a copy thereof shall be filed in the Office of the City Recorder before any such assignment or transfer will be recognized by the City.
