It is unlawful for any person, either as owner, agent, contractor or employee, to construct curb, gutter or sidewalk in the City without first having obtained from the City Engineer a permit to do so. The acceptance of such permit by any person shall be deemed as agreement upon the part of such person to construct such sidewalk in accordance with the specifications established by the City Engineer. It is unlawful to construct any such improvement in violation of the City Engineer's specifications. (Ord. 17-30)
