The City Engineer shall, as promptly as may be practical, proceed with surveys and resurveys of the City and additions thereto; prepare maps and plats of the City and show the location of the property within the City with reference to the United States government survey; erect and establish an official bench mark to which all grades of the City shall refer, and shall cause to be erected suitable monuments, for determining and testing a standard of measurement.
