It is unlawful for any person to erect or construct, or to commence the erection or construction of, any building, fence or other structure, or to make any excavation upon the right-of-way of any street, alley or public way without first making application to and obtaining from the City Engineer a survey of such premises, showing the property lines upon which such building, fence or other structure is to be constructed or such excavation is to be made.
