The City Council finds that the City is subjected to a seemingly ever increasing incidence of violence and other crimes among juveniles in the City, including drug related and gang related incidents, and these crimes may be significantly prevented and reduced by the enactment and enforcement of an ordinance establishing a curfew prohibiting juveniles from remaining idly and purposelessly on the public streets late at night.
