9.08.020: OBSTRUCTING GUTTERS, CULVERTS, SEWERS, WATER PIPES:
No person shall stop or obstruct the passage of water in any street, gutter or public sewer, culvert, water pipe or hydrant. (Prior Code § 35-2)
