If the owner of an animal is found to be in violation of this chapter on two (2) or more different occasions during any twelve (12) month period, the City may seek an order as provided in title 5, chapter 5.04 of this Code or a court order pursuant to section 6.08.130 of this title, revoking that animal's license and directing the City or its designee to impound the animal. An animal impounded pursuant to such an order shall be dealt with in accordance with the provisions of this title for impounded animals except that the animal owner subject to the order of revocation shall not be allowed to redeem the animal under any circumstances.
