§ 52.12 UNLAWFUL DISCHARGE TO STORM SEWERS OR NATURAL OUTLETS.
   (A)   Storm water and all other unpolluted drainage shall be discharged to such sewers as are specifically designated as storm sewers, or to a natural outlet approved by the Murray Sewer System. Industrial cooling water or unpolluted process waters may be discharged, on approval of the Murray Sewer System, to a storm sewer or natural outlet, providing that an NPDES permit has been issued from the Environmental Protection Agency.
   (B)   It shall be unlawful to discharge sanitary wastewater into any storm sewer.
   (C)   It shall be unlawful to discharge to any natural outlet within the city or in any area under the jurisdiction of the city, any sewage or other polluted waters, except where suitable treatment has been provided in accordance with subsequent provisions of this chapter. No provision of this chapter shall be construed to relieve the owner of a discharge to any natural outlet or the responsibility for complying with applicable state and federal regulations governing such discharge.
   (D)   It shall be unlawful for any person to place, deposit, or permit to be deposited in any unsanitary manner, on public or private property within the city or in any area under the jurisdiction of the city, any pollutant, to include, but not be limited to, human or animal excrement, garbage, or other objectionable waste.
   (E)   Storm water. No person shall discharge or cause to be discharged, either directly or indirectly, to the sanitary sewer system, any storm water, surface water, ground water, roof runoff, subsoil drains, uncontaminated cooling water, subsurface drainage, or unpolluted industrial process waters to any sanitary sewer. If Murray Sewer System identifies that any customer of Murray Sewer System is discharging in non-compliance of this chapter, the Field Operations Manager of Water and Sewer or the Director of Public Works and Utilities has the authority to disconnect any customer from the Murray Water and Sewer Systems. Any customer who has been disconnected from the Murray Sewer System for failure to comply with this section shall not be reconnected until the storm water, surface water, subsurface drainage, ground water, roof runoff, subsoil drains, uncontaminated cooling water, and/or unpolluted industrial process waters have been connected to the appropriate storm sewer.
   (F)   The City of Murray and all persons utilizing the Murray Sewer System shall comply with all applicable federal and state statutes and regulations and all City of Murray Water and Sewer Ordinances. The discharge of any wastewater into the public sewer system or discharge of any pollutant by any person into the public sewer system, is unlawful except in compliance with the provisions of this chapter, and any more stringent state or federal standards promulgated pursuant to the Federal Water Pollution Control Act Amendments of 1977, as amended (FWPCCA), the Clean Water Act of 1972, et seq., the Environmental Protection Agency requirements, and any more stringent state and local standards.
