No parent, guardian or other responsible individual shall allow or permit a child or children to roller skate, roller blade, use a skateboard or otherwise play in or upon any street, sidewalk or public right-of-way designated for the conveyance of traffic. Furthermore, no person may roller skate, roller blade or skateboard on any street, sidewalk or public right-of-way within the city designated for the conveyance of traffic.
