(A) The minimum monetary penalties for parking violations are hereby established as follows:

(B) Any person found to be in violation of Chapter 72 shall be fined not less than the minimum fine set forth in division (A) of this section for each separate violation.
(C) If the owner of the vehicle cited is deemed to have waived their right to a hearing under the provisions of § 72.10(C) and has not satisfied the penalty established in division (A) of this section, within thirty (30) days of the date of citation, a late fee of one hundred dollars ($100) shall be added to the fine. For each successive thirty (30) day period in which the fine and late fee remains unpaid an additional one hundred dollars ($100) late fee shall be assessed.
