The municipality may by resolution require any property owner to place a culvert in the ditch beneath any driveway or access road onto a resident’s property. Said culvert shall be located and constructed in a manner specified by the Utilities Superintendent. Any person desiring to place a culvert in the road ditch adjacent to his or her property shall first request permission to do so and shall agree to construct said culvert in the manner designated by the Utilities Superintendent.
