Any person who shall violate or refuse to comply with the enforcement of any of the provisions of this municipal code set forth at full length herein or incorporated by reference shall, upon conviction thereof, be deemed guilty of a misdemeanor and shall be fined not more than $500 for each offense. A new violation shall be deemed to have been committed every 24 hours of such failure to comply. Whoever incites another to commit any act which is an offense under this code or under any other ordinance of the municipality may be prosecuted and punished as though he or she was the principal offender.
