351.03 PROHIBITED STANDING OR PARKING PLACES; WAIVER.
   (a)   No person shall stand or park a vehicle, except when necessary to avoid a conflict with other traffic or to comply with the provisions of this Traffic Code, or while obeying the directions of a police officer or a traffic control device, in any of the following places:
      (1)   Within 10 feet of a fire hydrant (with the exception of the first parking space on the west side of South Main Street at the intersection of South Main Street and the Southwest corner of the Public Square).
      (2)   In front of a public or private driveway.
      (3)   At any place where signs prohibit stopping, standing or parking, or where the curbing or street is painted yellow.
      (4)   In a parking space specifically designated “handicapped”. The addition of this subsection (4) in no way alters the remaining subsections 351.05.
      (5)   Within any fire lane that is clearly marked and has been approved by the Fire Chief (or his designee).
      (6)   On a sidewalk or street lawn area, except a bicycle.
      (7)   Within an intersection.
      (8)   On a crosswalk.
      (9)   Within twenty feet of a crosswalk at an intersection.
      (10)   Within thirty feet of, and upon the approach to, any flashing beacon, stop sign or traffic control devices.
      (11)   Between a safety zone and the adjacent curb or within thirty feet of points on the curb immediately opposite the end of a safety zone, unless a different length is indicated by a traffic control device.
      (12)   Within fifty feet of the nearest rail of a railroad crossing.
      (13)   Within twenty feet of a driveway entrance to any fire station and, on the side of the street opposite the entrance to any fire station, within seventy- five feet of the entrance when it is properly posted.
      (14)   Alongside or opposite any street excavation or obstruction when such standing or parking would obstruct traffic.
      (15)   Alongside any vehicle stopped or parked at the edge of a curb of a street.
      (16)   Upon any bridge or other elevated structure upon a street, or within a street tunnel.
      (17)   Within one foot of a parked vehicle.
      (18)   On the roadway portion of a freeway, expressway or thruway.
   (b)   Whoever violates any provision of this section and receives a parking ticket may appear at the Mount Vernon Police Department, at 5 North Gay Street, within five days and pay the amount noted on the citation. The parking ticket may also be paid by mailing it to the same address with the proper payment enclosed.
   (c)   The fine for violations of (a)(1), (a)(2), (a)(3), and (a)(5) of this section shall be twenty dollars ($20.00). The fine for the remaining violations (a)(6)-(a)(18) shall be ten dollars ($10.00). The fine for violation of (a)(4) of this section shall be two-hundred and fifty dollars ($250.00).
   (d)   Any fine that is not paid within five (5) days of the issuance of the ticket shall be doubled. An overdue violation of (a)(1), (a)(2), (a)(3), and (a)(5) shall be forty dollars ($40.00) and an overdue violation of (a)(6)-(a)(18) shall be twenty dollars ($20.00). An overdue violation of (a)(4) shall be five hundred dollars.
