920.22 STORMWATER MANAGEMENT PLANS FOR COMMERCIAL AND INDUSTRIAL SITES.
      (a)    General Requirements.
            (1)    Commercial or industrial developments, except where excluded by the ORC, shall be required to submit a stormwater management plan if one or more of the following conditions exist:
         A.    Land disturbance is more than 1 acre per Section 920.11(b).
         B.    The proposed improvement is of a character significantly different from the development included in the previously approved stormwater management plan.
         C.     The proposed improvement modifies the previously approved stormwater management plan by changing the nature of the stormwater collection or discharge, or by modifying the retention/detention volume.
            (2)    When any existing commercial or industrial site, that existed prior to the implementation of stormwater management regulations, is redeveloped that site shall comply with the requirements of this Chapter. For the purposes of this section, the term redevelopment shall be defined as any activity that disturbs in excess of fifty percent (50%) of the existing impervious or pervious surface of the site. Calculations for the design of stormwater management facilities on sites being redeveloped shall be based on the pre-development condition of the site prior to any development.
           (3)    Projects which propose an addition to an existing commercial or industrial site except where excluded by the ORC, will be required to submit a stormwater management plan if the impervious area is increased by more than 5,000 square feet.
            (4)    All other commercial or industrial developments, except where excluded by the ORC, including commercial building sites, will be required to submit a stormwater management plan in accordance with this Chapter.
