No person shall occupy or let to another for occupancy any building or structure which does not comply with the requirements of this chapter. Notices of violations of this Chapter shall be served by the Property Maintenance Enforcement Officer pursuant to Section 1303.05. Notices of violations of Sections 1305.04, 1305.22, 1305.24, 1305.25 and 1305.26 shall be served simultaneously upon the property owner, and the occupant of the premises, if not owner-occupied according to the Knox County Auditor's property records.
