(a) Form of Notice. Whenever the Property Maintenance Enforcement Officer determines that a violation of the Maintenance Ordinances has occurred, he shall give written notice to the property owner that meets the following requirements:
(1) It shall include a description of the real estate sufficient for identification, such as street address or parcel number;
(2) It shall include a statement of the violation(s) and reasons why the notice is being issued;
(3) It shall include a correction order, with a reasonable deadline by which to make repairs that will bring the property, dwelling unit or structure into compliance;
(4) It shall inform the property owner of the right of appeal;
(5) If the notice involves a condemnation, the notice shall be posted in a conspicuous place on the structure subject to condemnation in addition to other service and notice provisions.
(b) Method of Service. Notices required by this Chapter shall be delivered personally; or sent by first-class U.S. Mail addressed to the property owner's address as reflected on the website of the Knox County Auditor. Notice is deemed to be served upon the date of the postmark. If the notice is returned showing that the postal service was unable to make delivery, a copy thereof shall be posted in a conspicuous place on or about the structure affected by such notice.
