123.03 EXTRAORDINARY COMPENSATION.
   The duties of the Director of Law, other than those provided for in Section 123.01, including, but not limited to, examinations of title to real estate; the prosecution or defense on behalf of the City of all complaints, suits or controversies in which the City is a party; negotiations of any and all labor contracts for and on behalf of the City when directed to do so by resolution of Council; negotiations of any and all labor disputes for and on behalf of the City when directed to do so by resolution of Council; such other suits, matters and controversies as he or she is, by resolution of Council, directed to prosecute; and any and all other duties imposed on the Director by the Ohio Revised Code, shall be compensated by the City at the minimum hourly rate adopted by the Knox County Bar Association, or twenty-five dollars ($25.00) per hour if such Association adopts a higher minimum hourly rate. Such compensation, as well as all funds advanced and expenses incurred, shall be recovered by the Director upon the rendition of an itemized statement to the City Auditor for such services rendered, funds advanced and expenses incurred.
