357.06 RENTAL OR RESERVATION OF PARKING SPACES; ANNUAL PERMIT AND FEE.
   (a)   The Director of Public Safety-Service may authorize parking spaces within the City of Mount Vernon to be rented to businesses or individuals. This section shall not apply to municipal parking lots as defined in Section 355.01 (b).

   (b)   The Director may also authorize parking spaces within the City of Mount Vernon to be reserved for City owned vehicles or employees of the City of Mount Vernon.
   (c)   The Director shall have all spaces reserved, rented, or to be rented, marked clearly, and parking by the general public shall therein be prohibited.
   (d)   The fee for a parking permit shall be three hundred sixty-five dollars ($365.00) per year. The permit may be renewed annually on January 1st upon proper application and payment to the Director of Public Safety-Service. The fee paid on an application filed after January 1st shall be pro-rated.
   (e)   A sticker shall be issued to any business or individual that rents a parking space and will display the number of the parking space rented. There will be no charge for the first sticker, but additional stickers, for additional vehicles, may be obtained for fifty dollars ($50.00) per sticker. Parking any vehicle in such a space without the proper identifying sticker shall be a violation of this section.
   (f)   The Director shall reserve the right to reject any application for a parking permit and the right to rescind the permit for any reason. A refund will be issued to any permit holder on a pro-rated basis upon the permit being rescinded.
   (g)   Whoever violates this section and receives a parking ticket shall pay a fine of ten dollars ($10.00).
   (h)   If a parking ticket issued under this section is not paid within five days of the issue date, the fine is raised to twenty dollars ($20.00).
