Any variance from this chapter shall be permitted only upon passage of an ordinance by Council authorizing extension of certain water and sewer lines or the tapping of existing water and sewer lines outside the corporate limits of the City. Such ordinance must receive the affirmative vote of two-thirds of the members of Council.
