(a) The Director and other duly authorized employees of the Water and Wastewater Department bearing proper credentials and identification shall be permitted to enter upon all properties for the purpose of inspection, observation, measurement, sampling and testing or proper activities in accordance with the terms of this chapter or any regulation promulgated thereunder. The powers and authority herein granted shall be in addition to powers of inspection otherwise granted by law to Utilities Commissions.
(b) All information in the possession of the owner bearing on the industrial, commercial or other process which, in the judgment of the Director, affects the water system shall be made available to the Director or his authorized representative.
