(a) That water systems of the water districts of the City, as constructed, or as hereafter added to or changed, shall be under the charge and control of the Utilities Commission under whose supervision of the water systems shall be used by property owners. No person shall enter into, open, or interfere with or use or do any repair or maintenance work with respect to the water system except under the inspection and direction of the Utilities Commission and after a written permit shall have been issued by the City Engineering Department. Such written permit shall be issued on payment of a fee established by the Utilities Commission.
(b) The Utilities Commission shall adopt rules and regulations to govern the maintenance and use of the water system and shall therein fix the amount of fees that shall be chargeable to persons or property owners who may wish to enter or use the water system, which fee shall be sufficient in amount to pay for the cost of installation of such entry or entries.
(c) There shall be two classes of service line permits:
(1) Residential water service, and
(2) Service to all other consumers.
The owner or his agent shall make application on a form furnished by the City Engineering Department. The permit application shall be supplemented by any plans, specifications or other information considered to be pertinent in the judgment of the Director. A permit fee in an amount defined in subsection (a) hereof shall be paid at the time the application is filed.
(d) Permits granted under this chapter shall be for a specific service, and such permits shall be granted only after the submission and approval of plans set forth hereinafter. Subsequent services of different quantity or characteristics shall be covered by separate permits.
(e) All costs and expenses incidental to the installation and connection of the service lines shall be as follows:
(1) When the meter is located outside in the meter pit the consumer shall bear all costs and expenses incidental to the installation of the service lines on the consumer's side of the meter/meter yoke.
(2) When it is deemed necessary that the meter is located inside a consumer's building, all costs and expenses incidental to the installation of the service lines from the curb stop to and into the property owner's structure shall be borne by the property owner.
(3) The owner shall indemnify the Utilities Commission or its designee from any cost or damage that may directly or indirectly be occasioned by the installation of service lines.
