919.02 DEFINITIONS.
   Unless the context specifically indicates otherwise, the meaning of terms used in this chapter shall be as follows:
   (a)   "Water district" means any of the water districts and their extension or extensions and/or areas now existing or subsequently created by Council or covered by contract providing for City service to the area under contract.
   (b)   Utilities Commission of the City of Mount Vernon means the duly appointed body under the Department of Safety Service of the City, and shall be composed of:
      A.    Safety-Service Director who shall be Chairman;
      B.    Director of Public Utilities or their designee;
      C.    The City Engineer or their designee;
      D.    One (1) community member to be appointed by the Mayor, and approved by the City Council. The term of this member shall be two (2) years. The Mayor shall also appoint one (1) alternate member, with the approval of City Council, who may be called upon by the chairman to hear matters if the community member is unavailable or has a conflict of interest. The term of the alternate member shall be two (2) years. Each member shall serve until his successor is appointed and qualified.
      E.    Chair of the City Council's Utilities Committee who shall serve as an ex officio member, holding no voting authority.
      F.    The Mayor, who shall have no vote except in case of a tie.
   (c)   "Director" means the Director of Public Utilities of the City Water and Wastewater Department.
   (d)   "Person" means any individual, firm, company, association, society, corporation or group.
   (e)   "Owner" means any person in title or having any interest in real property in any of the water districts and their extension or extensions and/or any distribution area or areas now existing or subsequently created by Council or covered by contract providing for City Service to the area under contract.
   (f)   "Water System" means all facilities which are used or are useful, in whole or in part, for pumping, purification, storage, supply, transmission, distribution mains, meters and service.
   (g)   "Public Water System" means the system which is controlled by the Water and Wastewater Commission of the City under the operation of the Water and Wastewater Department.
   (h)   "Distribution main" means a pipe or conduit which carries potable water for consumer service.
   (i)   "Service Line" means the extension from the building lines and consists of all piping, fittings, valves and appurtenances on the consumer's side of curb box of the utility.
   (j)   "Utility" means the Water and Wastewater Department of the City.
   (k)   "Potable Water" is the water which has been purified and safeguarded for distribution and is suitable for human consumption.
   (l)   "Shall" is mandatory; "May" is permissive.
   (m)   "Improved lot" means any lot having a structure with a foundation that is considered to be permanent.
   (n)   "Multi-Units." A structure that has been built or remodeled to accommodate multiple living quarters or businesses, being served by one water service line and/or having the ability to be served by the water utility.
