919.01 DESCRIPTION AND PURPOSE.
   The potable water system of the City consists of mains and distribution lines laid in streets, alleys, rights of way and easements and a water treatment plant, the location of which is shown upon plans and drawings filed in office of the City Engineer, and all other appurtenances which are used in whole or in part in connection with the pumping, filtration, purification, storage and distribution of potable water, and all other extensions, additions and improvement which may be made to such system. Its purpose is to provide for try pumping, filtration, purification and treatment of water as are permitted by this chapter, in order to protect the health, safety and general welfare of the residents of the City. The purpose of this chapter is to protect the water filtration and treatment facilities by controlling the quantity, quality and manner of distribution of water by means of the water system and to establish water rents by which the cost of construction of the system and continued distribution and treatment may be equitably borne by residents of the City, owners of property, water districts and independent contracts to whom the system is available.
