This shall be the case whether or not the owner enjoyed a one (1) year warranty period from the person, persons, or firm responsible for construction of the extension.  The extension shall be built according to specifications of the city if it is to become the property of the city.  The city, is in no way, required to accept and own extensions not built according to their specifications.  During the one (1) year warranty period, the owner shall operate and maintain the extension, being ultimately responsible for repairs whether or not the extension is under a builder's warranty.
   (D)   No services shall be connected to the water distribution system and any water main extension until they have been connected to the city's municipal water system.  Once this has occurred and the water distribution system and any water main extension belong to the city, service connections may be made as set forth under this chapter.
