(A) There is hereby established a separate account for the city which account shall be known as the Emergency Warning System Fund (EWSF).
(B) The Clerk-Treasurer shall have custody of the Emergency Warning System Fund and shall account for funds therein separate and apart from other funds of the city, but shall be governed by the laws applicable to city funds in the investment of and accounting for these funds.
(C) Persons receiving donations on behalf of the city for the Emergency Warning System Fund shall keep accurate records of the names and addresses of the persons making donations and the amounts donated by each person.
(D) To the extent funds donated for the acquisition and installation of an emergency warning system are not expended for that purpose, those funds shall be returned to the donors (on a pro rata basis if some funds have been expended). To the extent donors or the location of donors cannot be ascertained or donors do not wish a refund, any funds remaining in the Emergency Warning System Fund shall be spent by the city for emergency, police, or fire equipment.
(E) No appropriation shall be required for expenditures from the Emergency Warning System Fund for equipment systems or installation or for any refund to donors to the Emergency Warning System Fund.
