§ 90.26 LOUD DOG.
   No owner, keeper, or harborer of a dog shall permit or allow such dog to annoy or disturb one or more of the inhabitants of a residence of this municipality by the frequent or habitual howling, yelping, barking, or making of any other unreasonably loud and disturbing noises of such character, intensity, and duration as to disturb the peace, quiet and good order of the municipality. Upon an initial complaint in the police officers confirmation of the disturbance, it shall be police officer’s duty to warn the individual in writing in violation. Upon a second such complaint within 30 days, the officer shall have the discretion to cite the person to Mayor’s Court. Any person who shall allow any animal habitually to remain, be lodged or fed within any dwelling, building, yard or enclosure owned or occupied by such person shall be considered as keeping or harboring such animal.
