§ 50.02 CONTAINER REQUIREMENTS; SETTING OUT CONTAINERS.
   (A)   Containers for the disposal of garbage, refuse and junk resulting from the ordinary operations of private residences and households shall be of galvanized iron or other non-rusting material, with tight fitting lids, water tight, and of such size as to be easily handled by one person or tightly closed plastic trash bags.
   (B)   Containers for the disposal of commercial waste shall be located on the premises for which use they are intended and shall not expose the owners of the adjacent and abutting land nor the general public to unpleasant odors and sights. All such containers shall be kept tightly closed at all times to prevent access to the contents by vermin and rodents. Containers intended for the disposal of commercial waste shall at no time be allowed to overflow onto the surrounding ground.

   (C)   Combustible and noncombustible wastes and garbage shall be set out in proper waste containers no earlier than 3:00 p.m. the day before collection at such places, on the premises or on the sidewalks adjacent thereto, as specified in the building code for storage of waste and garbage. Waste containers placed on the premises or on the sidewalks adjacent thereto shall be promptly removed therefrom to their usual storage place after the same has been emptied. Waste containers cannot remain on the sidewalks for more than 24 hours after pickup of the garbage.

   (D)   Every household or residence in a building arranged for occupancy by not more than five families shall provide proper containers for combustible and noncombustible wastes, sufficient in number for the accumulations between the dates of regular collections. In any building arranged for occupancy by six or more families or households, the owner or lessor thereof, or his agent, shall be responsible to provide the necessary number of containers.
