SCHEDULE IV. SCHOOL CROSSINGS.
   (A)   The City Manager is authorized and directed to place school signs and crosswalk signs at the following intersections.
   (B)   Every operator of a vehicle shall stop at such sign or at a clearly marked stop line before entering the intersection except when directed to proceed by a police officer.
