As used in this chapter:
(a) "Department of Health" means and refers to the County Health Department.
(b) "Mobile food service operation" means and includes any operation which is kept or maintained for the purpose of preparing or serving meals, lunches or snacks, for a consideration, and designed for mobile use by foot, wagon, automotive vehicle or other type of conveyance, from place to place or from street to street.
(c) "Peddler" means and includes any person, whether a resident of the Village or not, traveling by foot, wagon, automotive vehicle or other type of conveyance, from place to place, or from street to street, carrying, conveying or transporting goods, services, wares, merchandise or farm products or provisions, offering and exposing the same for sale from a wagon, automotive vehicle, or other vehicle conveyance. "Peddler" does not include any person engaged in the sale of dairy and bakery products by traveling over regularly established routes and transacting business on private property.
