§ 110.02 LANDFILLS.
   (A)   For the purposes of this section, USER as used herein shall be defined to refer to any person, firm, partnership or corporation who shall transport junk, trash, refuse, debris, brush, scrap metals, organic wastes or similar materials to the landfill.
   (B)   As defined herein, the word OPERATOR shall mean Robert Warner or any person designated by him or by the county to be in charge of, supervise or operate such landfill.
   (C)   For purposes of this section, the word LANDFILL means the county landfill located and being operated by Robert Warner pursuant to a contract between the County Board of Commissioners and the said Robert Warner dated May 1, 1974.
   (D)   Such landfill shall be open to the public from 8:00 a.m. to 4:00 p.m., Monday through Saturday, except it shall be closed on such legal holidays as the Commissioners close the court house.
   (E)   All commercial scavengers shall obtain licenses from the County Board of Commissioners as provided by county ordinance prior to using such landfill.
   (F)   There shall be no material dumped or unloaded at the entrance to such landfill, except in containers specifically provided for such purpose.
   (G)   Brush and limbs shall be chipped prior to being deposited at such landfill.
   (H)   The speed limit for all motor vehicles traveling within the confines of such landfill and the roads therein shall be 10 mph.
   (I)   No domestic animals shall be permitted within the area of such landfill.
   (J)   All material shall be dumped only at locations specified by the operator and if the operator so designates the load shall be separated and dumped in specific locations as designated by the operator.
   (K)   Additional fees shall be charged for automobile and truck bodies. Such sum shall be $5 per body.
   (L)   Anyone using such landfill shall follow the instructions and directors of the operator.
   (M)   No liquid waste shall be deposited at such landfill.
   (N)   No inflammable liquids, explosives, poisonous or toxic material, or radioactive material shall be deposited at such landfill unless approved specifically by the State Board of Health and by the County Board of Commissioners.
   (O)   Such commercial scavenger shall provide cover for all loads containing paper, boxes, tin cans, brush or any other material whatsoever which can by the nature of its weight and consistency blow off of the vehicle being used to haul the same and that any such cover so used on such vehicle shall be of such a nature as to prevent such material from blowing off such vehicle while in route or in any other manner leaking or falling from such vehicle.
   (P)   No user shall transport any junk, trash, refuse, debris, brush, scrap metals, organic wastes or similar materials to the landfill which were picked up or accumulated from any source outside of the geographical boundaries of the county. Said restriction shall apply to any commercial scavenger who shall use such landfill. If any user, including commercial scavengers, shall, after being warned, continue to transport junk, trash, refuse, debris, brush, scrap metals, organic wastes or similar materials which have been picked up or accumulated at any residence, farm, commercial area or industrial site outside the geographical limits of the county, then such user shall be banned from further use of the landfill for such period of time as the operator shall designate; provided, further, that any person so barred from use of the landfill shall have the right to appeal the same to the Board of Commissioners of the county.
