A County Emergency Management Department “Donations Fund” is hereby established and that the same shall be implemented as follows.
(A) All funds received as donations shall be deposited with the County Treasurer and accounted for by the County Auditor.
(B) Funds donated for a specified purpose shall be earmarked for that purpose and spent for no other purpose.
(C) If there is no specified purpose then such funds shall be deposited to the County General Fund.
(D) The funds donated which are for a specific purpose shall not be subject to budget or appropriation as is normally required for governmental expenditures.
(E) The County Emergency Management Department shall be notified of the passage of this section and shall forthwith deposit all donation funds held by them to the Treasurer of the county, and to designate if the funds should be earmarked for a particular purpose.
(F) All reference to the County Civil Defense both herein and in § 33.01 is hereby modified to change the title of the Department to County Emergency Management Department.
