901.02 PERMIT REQUIREMENTS; CASH BOND; LIABILITY INSURANCE.
   (a)   Each permit for an excavation or other work as prescribed in Section 901.01 shall be confined to a single project and shall be issued by the Service Director only after a finding by him that such excavation or work will not be detrimental to the public interest.
   (b)   Application for such permit shall be made on a form approved by the Service Director, giving the exact location of the proposed excavation or work, the area and depth to be excavated, the time required for the work and such other facts as may be required.
   (c)   The excavation permit shall be issued by the Service Director only after he has received a satisfactory cash deposit which will guarantee the prompt and satisfactory refilling of all excavations, restoration and cleaning up of all surfaces used or distributed, and the posting of a liability insurance policy in the name of the Municipality in the amount of not less than one hundred thousand dollars/two hundred thousand dollars ($100,000/$200,000) for personal injury and fifty thousand dollars ($50,000) for property damage, to safeguard the Municipality from any liability or damages which may occur from such excavation or work.
