902.01 PROCEDURE.
   (a)   If any street in the City of Moraine is scheduled to be closed for any reason, a minimum ninety-six hour notice shall be given to the City Engineer. The notice shall include the reason for the street closure, and the estimated length of time of the closing. If the party requesting the street closure is not the City of Moraine, Ohio, that party shall request a temporary permit under Section 901.05.
   (b)   Upon receiving notification, the City Engineer will inform the City Manager and the Police and Fire Departments, and the emergency dispatcher. Notification shall also be given to the schools affected and the Regional Transit Authority.
   (c)   The City Engineer will review and approve detour routes. The entity closing the street will be responsible for signage notifying the public of the closure at the closing site and for signage showing the detour routes. The location and number of detour signs will be approved by the City Engineer.
   (d)   The City Manager will provide notification of the closing to the newspaper. At least forty-eight hours prior to the closing, the City Engineer will post the signage provided by the requesting party at the closing site to inform the public of the future closing.
   (e)   Any closing which will extend beyond seven calendar days must go to City Council for Council approval.
   (f)   In the event of the disruption of service provided by any Public Utility that requires immediate attention in order to restore services to the residents of the Municipality, the provisions of this Section 902.01 shall not be applicable except as otherwise provided in Section 902.01(g).
   (g)   Emergency closings. If the City of Moraine is faced with an emergency closing of any street in the City of Moraine, prior to the closing, the City Manager, the City Engineer or the City Employee first on the scene of the emergency shall notify the emergency dispatcher of the location and estimated time for the closure. At 8 00 a.m. the next working day, the dispatcher will advise the City Engineer of the closure, and within twelve hours of the closure, the party responsible for the closure will confirm in writing with the City Engineer the location of the closure and the reason for the closure. If the closure is the result of or attributable to an entity other than the City of Moraine, that entity shall proceed with requesting a temporary permit under Section 901.05.
