§ 53.03 DISPOSAL OF SOLID WASTE AND YARD WASTE.
   (A)   Suitable methods. It shall be unlawful to deposit any solid waste or yard waste in any public place within the city. It shall also be unlawful for any person to deposit or place any solid waste or yard waste, upon private property, whether the land is owned by such person or not. Except as otherwise provided herein, the only acceptable method for disposal is in accordance with this chapter. The disposal of solid waste through a home garbage disposal into city sewers will be considered satisfactory only when the sewage received treatment in a municipal or private sewage disposal system.
   (B)   Burning restricted. The burning of trash, garbage, solid waste or yard waste materials within the city is declared to be a nuisance and is prohibited under §§ 93.30 through 93.33 of the Monticello Code of Ordinances.
   (C)   Back yard composting. Backyard composting is lawful within the city, so long as the compost consists of yard waste or other vegetative matter contained in an enclosed structure which does not otherwise violate any city ordinance or state laws or regulations. No animal feces or animal flesh or bi-products such as grease or lard shall be placed therein.
