Burning with prior approval form the Mayor and/or the Board of Public Works may be authorized for the following:
(A) Burning of refuse consisting of material resulting from a natural disaster, if the area has been declared a disaster area.
(B) Burning for the purpose of fire training.
(C) Emergency burning of spilled petroleum products, high explosives or other dangerous materials, where such fires are properly controlled by a responsible person and are deemed necessary to the public interest.
