No person, firm, or corporation shall operate, maintain, or conduct a billiard or pool table open to the public without having first obtained a license therefor. Applications for these licenses shall be made in writing to the City Clerk and shall state thereon the name of the applicant, the intended place of business, and the number of tables to be used therein. If the applicant is a corporation, names and addresses of the president and secretary thereof shall be given.
