Containers for combustible and for non-combustible waste shall be of galvanized iron, plastic or other non-rusting material, of substantial construction, with tight fitting lids, watertight, of such size to be easily handled by one man, and not in any case to have a capacity in excess of 30 gallons and not to exceed 75 pounds in weight.
