§ 33.05 CREATION; AUTHORITY.
   (A)   The Park and Recreation Commission shall have and exercise all powers, authority, and duties conferred upon it by the Charter and state statutes.
   (B)   The Parks and Recreation Commission shall consist of seven members who shall be appointed by Council to serve for three year, staggered terms. All appointments made after the effective date of this section shall be for three years other than in the event of vacancies, which shall be filled for the unexpired term in the manner in which the original appointments were made. No more than two members of the Parks and Recreation Commission shall be non-residents of the city.
   (C)   The Commission shall elect its own chairman and secretary annually and may adopt its own rules and regulations for the conduct of its business.
