The proper collection of refuse from the residents, citizens, and business establishments of the town, and the proper and sanitary disposal thereof is vital to the health, welfare, and ecology of the citizens of the town and its environs, and any solicitation, collection, or disposal of that refuse without written authorization of the Board of Trustees is declared to be a public nuisance, and the same shall be abated by due legal process in a court of law.
