It shall be unlawful within the limits of the township for any person or persons to allow to exist on their land any building or buildings or structure or structures in a deteriorated state likely to be dangerous and unsafe for human occupancy, or to constitute a fire hazard, or to be a shelter for rats and other vermin, or to provide a hazard for the safety of children playing thereabout.
