(A) The Superintendent of Water Treatment shall be the official custodian of the lakes and regulated zones surrounding the lakes. The Superintendent of Water Treatment may further schedule and direct the activities of on-site lake inspectors for the purpose of observing activities which may require action to enforce the regulations defined in this chapter.
(B) It shall be the duty of the Superintendent of Water Treatment to enforce all rules and regulations promulgated by the City Council.
(C) The Superintendent of Water Treatment shall deny admission to the lake area to any person known to have willfully violated any of the prescribed rules and regulations. Persons showing evidence of intoxication shall not be permitted to enter a boat or go upon the lake property, nor will alcoholic beverages be permitted on the reservoir property or in any boat. Persons who are consistently careless in the operation of boats or in their behavior on the lake shall be denied admission to the lake.
