(a) Subject to the exceptions in division (b) below, all people or entities, other than peddlers or solicitors who, without compensation, peddle or solicit on behalf of recognized charitable or not-for-profit religious organization as set forth in § 860.03, who systematically go to each residence or randomly select residences for the purpose of peddling and soliciting or any other similar activity shall first register with and obtain a license as provided in this section and §§ 860.05 and 860.06 herein, from the Police Chief or designee before proceeding with such activity.
(b) The following shall not be required to obtain a license as required by this section; and
(1) Any peddler or solicitor engaged in the sale of services or products exclusively to commercial, industrial, manufacturing or business establishments located within the boundaries of the village.
(2) Peddlers or solicitors on behalf of various associations of school systems, as defined in § 860.01, the Minerva Park Community Association or the Village of Minerva Park.
