Action of Council shall be by ordinance, resolution, or motion. Every action of a general and permanent nature; or granting a franchise; or levying a tax; or appropriating money; or contracting an indebtedness, to be evidenced by the issuance of bonds or notes; or for the purchase, lease or transfer of public property; or establishing an offense and fixing the penalty therefor; or creating, abolishing or reorganizing any department or office; or fixing the compensation of officers, employees or elected officials shall be taken by ordinance or resolution, in the manner hereinafter provided in Sections 4.02 through 4.11.
Where action by Council is not required to be by ordinance or resolution as provided in this Section 4.01, Council may act by resolution or motion. Such resolutions may be adopted by Council to address specific matters of a temporary nature, or to authorize administrative acts, or to express the position or opinion of Council, and do not establish permanent or general rules of conduct. Such resolutions shall require only one reading and no publication, and shall take effect immediately upon their adoption. A motion may be used to propose specific action when an ordinance or resolution is not required as provided in this Section 4.01.
